(A) Appointment, compensation, and tenure of the Chief of Police.
(1) The Board of Metropolitan Police Commissioners shall, subject to the qualifications for employment determined by the Board and approved by the Town Council, appoint a Chief of Police annually. The Town Council shall fix his compensation annually by ordinance.
(2) The Chief of Police shall serve at the pleasure of the Board of Metropolitan Police Commissioners.

(B) Powers and duties. All sworn police officers shall have those powers and duties as set forth in I.C. 36-8-3-6. (`92 Code, § 2-101)
