A list of equipment required for safe operation by the Ohio Revised Code Chapter 4513 shall be maintained at the Police Division, and shall include:
(a) Two working headlights;
(b) At least one working taillight and one working brake light;
(c) Direction signals;
(d) A rearview mirror;
(e) A white light illuminating the rear license plate legible from a distance of 50 feet;
(f) A working horn;
(g) Windshield made of glass or safety glass;
(h) One license plate, located in the rear, bracketed to the cart;
(i) One seat belt per occupant.
