(a) The Fire Chief or any of his assistants having charge of any fire shall have the authority to establish fire lines about the fire whenever in their opinion it shall become necessary to do so for the purpose of extinguishing the fire.
(b) Whenever fire lines have been established, it shall be unlawful for any person to enter the limits fixed by the lines without permission of the officer in charge of the Fire Department.
(c) Nothing in this section shall operate to exclude from the limits so established any member of the Fire or Police Departments, or any person who has obtained a permit to enter from the Chief or one of the Assistant Chiefs of the Fire Department.
