(a) The Municipal Manager is empowered and directed to make, promulgate by such method as he shall deem necessary, and enforce such reasonable rules and regulations consonant with the provisions of this chapter as he may deem necessary or desirable to its proper and just administration and enforcement.
(b) In addition to such other and additional rules and regulations as the Municipal Manager may deem necessary or desirable, such rules and regulations shall include the following:
(1) Rules and regulations prescribing days and hours for collections and routes to be followed by collection trucks;
(2) Rules prescribing the maximum distances from streets or alleys of collection routes which collectors may go for garbage receptacles or for trash to be collected, and rules governing or prescribing conditions of accessibility to collectors of garbage and trash to be collected;
(3) Rules prescribing the manner or method in which various kinds or classes of garbage and trash must be packed, bundled, or otherwise prepared for collection; and
(4) Rules prescribing the maximum size or weight of garbage containers, and number of containers, bundles, or pieces of trash which collectors will be required to handle and load. (Ord. 261. Passed 2-2-60.)
