521.11 PLACING SNOW OR DEBRIS ON PUBLIC STREETS AND OTHER PUBLIC RIGHTS OF WAY.

   (a)   No person shall transfer snow from private property to any public street or public right-of-way.

   (b)   No person shall place grass clippings or any other form of debris on the street or alley, except as may be allowed by City regulations or directive as to pick up of such materials by the City.

   (c)   Whoever violates this section is guilty of a minor misdemeanor.
