Any employee or agent of the Municipality acting under the general direction of the Municipal Manager is authorized to remove and dispose of any dead animal found in any public right-of-way or other public place, provided the removal and disposal is done in conformity to the laws of the State and in a manner that does not inure to the benefit of any individual employee.
