Any owner of an animal desiring to retrieve the animal picked up by the Animal Warden shall pay a fee of two dollars ($2.00) for the first retrieval of any animal, four dollars ($4.00) for the second retrieval of the same or any different animal, eight dollars ($8.00) for the third retrieval of the same or any different animal, sixteen dollars ($16.00) for the fourth retrieval of the same or any different animal, and a maximum of thirty-two dollars ($32.00) for the fifth and all subsequent retrievals of the same or any different animal by that individual owner.
