(a) It is a nuisance and unlawful for any person, firm, or corporation, except as otherwise provided, to harbor, pasture, keep, or otherwise maintain any cattle, horses, sheep, goats, swine, chickens, or dogs within this Municipality. However, this prohibition shall not apply to a dog or dogs kept or otherwise maintained by any person as a pet.

(b) Whoever violates this section is guilty of a misdemeanor of the third degree.
