131.01 AUTHORITY TO SIGN AND ENDORSE CHECKS AND CERTIFICATES OF DEPOSIT.
   The Director of Finance is authorized to appoint those municipal employees when the Director deems necessary to sign and endorse any check drawn on a checking account of the Municipality and to endorse any certificates of deposit issued in the name of the Municipality. A municipal employee so appointed by the Director shall be entitled to sign those checks and endorse those certificates of deposit of the Municipality for so long as he is appointed and authorized to do so by the Director . The Director shall further have the discretion to remove the authority to issue checks and endorse the certificates of deposit of the Municipality as provided herein at any time from any municipal employee so authorized under this section.
