Any and all real estate owned by the Municipality which is not being held by the Municipality for public purposes may be sold by the Municipality after first being authorized by motion of Council. At the time Council entertains the motion to sell real estate, Council shall include within its motion the determination whether or not the property to be sold shall be sold through a competitive bidding process as outlined herein or by means of contractual negotiation.
