105.01 COMPETITIVE BIDDING; WHEN REQUIRED; PROCEDURE.
   (a)   All contracts for goods or services, other than the compensation of persons employed by the City, in an amount in excess of fifty thousand dollars ($50,000) which are not exempt from competitive bidding by City Charter Section 8.02(B), shall first be authorized by motion of Council after the completion of the competitive procedure as provided herein.

   (b)    To invite bids for a contract where competitive bidding is required as provided in subsection (a) hereof, the Municipal Manager shall advertise for bids for not less than two nor more than four consecutive weeks in a newspaper or advertising tabloid of general circulation in the Municipality. The bids shall be opened and shall be publicly read by the Municipal Manager or a person designated by him at the time, date, and place as specified in the advertisement to bidders or in the specifications. The time, date, and place of bid openings may be extended to a later date by the Municipal Manager, provided that written or oral notice of the change shall be given to all persons who have received or requested specifications no later than 96 hours prior to the original time and date fixed for the opening.
   (c)    Each bid on any contract shall contain the full name of ever person or company interested in such bid, and shall be accompanied by a sufficient bond or certified check on a solvent bank that, if the bid is accepted, a contract will be entered into and the performance of it properly secured. If the bid for work embraces both labor and material, it shall separately state the contract price of each.
