(A) Members of the Council shall not interfere with the performance of administrative employees of the Municipality, and shall communicate with such employees concerning their public duties solely through the Manager; however, the Council, committees of the Council, and members of the Council may meet and discuss the affairs of the Municipality with such administrative employees under any of the following circumstances:
(1) For the purpose of general inquiry;
(2) Preliminary to and during the conduct of an investigation authorized by the Council, concerning matters relevant to the investigation; or
(3) Concerning matters affecting a member of the Council in his private capacity as a citizen and resident of the Municipality.
(B) Neither the Council, a committee of the Council, nor a member of the Council shall directly give any order or direction to an employee who is subordinate to the Manager, except under the circumstances described in division (A) (1) through (A) (2) of this section of the Charter.
(C) Any member of the Council who violates the provisions of divisions (A) and (B) of this section may be subject to a public reprimand by a majority vote of the members of the Council.
(D) This section shall not apply to Council relations with any official or member of a board or commission of the Municipality.
