(A) All ordinances and resolutions adopted by the Council shall be published by the Clerk of Council by one of the following methods:
(1) Publishing the full text of the ordinance or resolution one time in a newspaper or advertising tabloid of general circulation in the Municipality; or
(2) Posting the full text of the ordinance or resolution in three public places in the Municipality, as determined by the Council, within ten days after its passage for a period of 30 days.
(B) The Clerk of Council shall make and retain a certificate as to the manner of publication, the name of the newspaper or tabloid in which the publication was made and the date of the publication or the date and places where postings were made, and that certificate shall be prima facie evidence that publication has been made as required by division (A) of this section. Failure to make or retain or an error in the certificate required by this division shall not invalidate any ordinance or resolution.
(C) Failure to publish or post, or to maintain such posting, as required by division (A) of this section or an error therein, shall not invalidate an ordinance or resolution, and in such events the Clerk of Council may authorize publication as permitted by division (A) of this section at a later date.
