Sec. 4.04 Reading Ordinances and Resolutions.
   Each ordinance and resolution shall be read by title only on three separate days, unless this requirement is dispensed with by a vote of at least two-thirds of the members of the Council. If the rule requiring ordinances to be read on three separate days is dispensed with, the ordinance or resolution shall be read once by title. Any reading of an ordinance or resolution shall be in full upon the adoption of a motion, as to each reading, by a majority vote of the members of the Council. The amendment of an ordinance or resolution before its passage shall not require additional readings of the ordinance or resolution.
