§ 31.39CONTRACTS FOR SAND, GRAVEL, ASPHALT PAVING MATERIALS, OR CRUSHED STONE.
   A purchasing agent may award a contract for sand, gravel, asphalt paving materials, or crushed stone to more than one responsible and responsive offeror if:
   (A)   The specifications allow for offers to be based upon service to specific geographic areas; and
   (B)   The contracts are awarded by geographic areas.
