§ 31.37  PURCHASE OF SERVICES.
   Each town agency, department, office, and county official shall invite quotes to be submitted to the town purchasing agency for all purchases of services, unless the purchasing agency determines, in writing, that no quote is necessary or makes a determination that an alternate method should be used.
