§ 31.33  REQUESTS FOR PROPOSALS.
   (A)   A purchasing agent may award a contract through a request for proposals procedure instead of competitive sealed bidding when the purchasing agency makes a written determination that the use of competitive sealed bidding is either not practicable or not advantageous to the governmental body.
   (B)   As provided in the request for proposals, or under the rules or policies established by the town, discussions may be conducted with, and best and final offers obtained from, responsible offerors who submit proposals determined to be reasonably susceptible of being selected for an award.
   (C)   A contract shall be awarded to the responsible offeror whose proposal is determined in writing to be the most advantageous to the town, taking into consideration price and the other evaluation factors set forth in the request for proposals. Such contract shall be awarded at a meeting of the governmental body.
