§ 30.02  REDEVELOPMENT COMMISSION.
   (A)   The town hereby creates a Department of Redevelopment under I.C. 36-7-14, controlled by the Brookston Redevelopment Commission as a separate corporate body and as an instrumentality of the town.
   (B)   The Commission is created to:
      (1)   Investigate, study, and survey areas needing redevelopment within the town;
      (2)   Investigate, study, determine and, to the extent possible, combat the causes of area needing redevelopment;
      (3)   Promote the use of the land in the manner that best serves the interest of the town and its inhabitants;
      (4)   Cooperate with departments and agencies of the town and other governmental entities; public instrumentalities; and public corporate bodies created by state law in the manner that best serves the purposes of I.C. 36-7-14;
      (5)   Make findings and reports of its activities under I.C. 36-7-14, and keep those reports open to inspection by the public at the offices of the Department;
      (6)   Select and acquire the areas needing redevelopment to be redeveloped under I.C. 36-7-14;
      (7)   Replan and dispose of the areas needing redevelopment in the manner that best serves the social and economic interests of the town and its inhabitants; and
      (8)   Perform any other purposes permitted by I.C. 36-7-14.
   (C)   The Brookston Redevelopment Commission shall be composed of five commissioners, three of whom shall be appointed by the President of the Town Council, and two appointed by the Town Council. Each Commissioner shall serve for one year from the first day of January after his or her appointment and until his or her successor is appointed and has been qualified, except that the original Commissioners shall serve from the date of their appointment to the first day of January in the second year after their appointment. The President of the Town Council shall also appoint a non-voting advisor to the Commission who must be a member of the Frontier School Board or an individual recommended by the Frontier School Board, who shall serve for a term of two years and until a successor is appointed.
   (D)   The Commission shall adopt by-laws which shall govern its officers and its conduct of meetings and hearings consistent with I.C. 36-7-14.
