§ 151.05  WATER.
   (A)   (1)   The owner of the subdivision shall furnish and install, at his or her own expense, all watermains and appurtenances within the development. These watermains shall be constructed of cast iron and/or plastic pipe, utilizing mechanical joints. The minimum diameter shall be four inches.
      (2)   These mains shall be located in all cases within the dedicated street right-of-way or within the utility easements noted previously. The materials, design, layout, and construction of the proposed water distribution system shall be subject to the acceptance and approval of the Town Board or its authorized representative.
      (3)   The system shall, where possible, be arranged to provide loop type service throughout the development. All watermains shall be installed at a minimum depth of four feet in order to prevent freezing.
   (B)   (1)   All service lines and appurtenances from the watermain to the meter receptacles located at the lot line shall likewise be provided by the owner of subdivision or addition, at his or her own expense. These service lines shall be a minimum of three-quarters of an inch diameter K type copper. Separate service lines shall be required for each and every lot within the development.
      (2)   Construction of the service lines shall be completed at one time in conjunction with the installation of the watermains.
   (C)   At the meter receptacle, the owner shall also provide at his or her own expense the meter couplings, stop valve, meter box, and cover. The town shall furnish the water meter for each lot service as the same become necessary.
   (D)   At the specified location for fire hydrants, the owner shall provide, at his or her own expense, a connection fee, watermain stub, gate valve, riser box, and fire hydrant.
   (E)   Upon completion and approval of water distribution system, the town shall accept said facilities as town property and furnish all repairs thereinafter.
   (F)   In this event, the town shall not charge the property owner or his or her successors in title for water taps, but will charge the property owners the normal meter deposit in effect at the time of installation of the meters.
