§ 151.04  ELECTRICAL.
   (A)   For above-ground service. The town shall furnish and install at no cost to the owner all necessary electrical equipment including service supply lines, poles, transformers, and the like within the subdivision or addition from the initial distribution point to the mast or weatherhead of any dwelling when needed. These facilities shall terminate at the weatherhead. The required electric meter and base shall also be furnished by the town. Each consumer will be required to pay a property meter deposit to the town.
   (B)   For below-ground service. The town shall furnish and install all necessary electrical equipment, and the like. as with the case for above-ground service. The owner, however, will be required to pay the additional costs for materials and installation incurred with the provision of underground service.
