The owner of the subdivision or addition shall provide in the design and layout of the development for the runoff of surface waters and the disposal of storm drainage in such a manner as to prohibit the creation of unsatisfactory drainage conditions. In no case may these waters or the flow from roof and footing drains be discharged to the town sanitary sewer system. Catch basins shall be located every 300 feet or less.
