(A) The owner of an abandoned vehicle disposed of by the town pursuant to I.C. 9-22-1 et seq., shall be liable to the town for all costs incidental to the removal, storage, and the disposal of any such vehicle or the parts thereof, including but not limited to the following charges:
(1) Thirty-five dollars for any towing;
(2) Seven dollars per day for any storage; or
(3) All other fees or charges made by the State Bureau of Motor Vehicles for the disposition of any such vehicle or parts.
(B) Further, that all such fees shall be deposited into the Abandoned Vehicle Fund previously established by the town.
