The Council shall yearly determine those sidewalks in need of repair or replacement after having taken into consideration:
(A) Said sidewalk record;
(B) Location and public use of the sidewalk with first priority given to residential neighborhoods;
(C) The town’s available resources to fund the Program;
(D) The recommendation of the Superintendent; and
(E) Any other information considered pertinent by the Council.
