All persons hauling or conveying garbage over the streets of the city will use a vehicle so operated and maintained as to prevent offensive odors escaping therefrom and garbage from being blown, dropped or spilled from the vehicle. Any such vehicles must be kept clean and as free from offensive odors as possible. Each vehicle must be equipped with a broom and scoop for use in the immediate removal of spillage. Any vehicle customarily used for such purposes must be kept in a clean and sanitary condition and must be thoroughly disinfected at least once each week unless the same has not been used since the last disinfection thereof.
