Backfilling in any street opened or excavated pursuant to an excavation permit issued hereunder must be compacted to a degree equivalent to the requirements as outlined in the city's standard detail specifications for excavation and restoration procedures. Compacting must be done by mechanical tampers or vibrators as required by the soil in question and sound engineering practices generally recognized in the construction industry.
