The purpose of establishing minimum landscape standards is to enhance the city’s environmental and visual character for its citizens’ use; and enjoyment; preserve and stabilize the ecological balance in the city; establish a healthy environment by using vegetation to mitigate pollution’s ill-effects; improve property values; protect public and private investments; and promote high quality development in the city.
