(A) Within the jurisdiction of the Plan Commission, the Plan Commission has the authority to: review and approve or disapprove primary plats, secondary plats and replats; vacate plats or parts of plats; and specify the following:
(1) The manner in which public ways shall be laid out, graded and improved;
(2) A provision for water, sewage and other utility services;
(3) A provision for lot size, number and location;
(4) A provision for drainage design; and
(5) A provision for other services as specified in this chapter.
(B) This section shall not be deemed or construed to limit any of the powers, duties or authority granted to the Plan Commission under or pursuant to applicable law.
