Beginning September 1, 2005, a storm water user fee of $3 per month shall be paid by each “residential user” as defined in § 53.15 of the Brooklyn Town Ordinances. There is established for the town a special non-reverting fund to be known as the Storm Water Management Fund consisting of those amounts collected under this section and to include any other fees imposed and collected under this chapter.
(A) Costs and expenses resulting from implementation of this chapter are to be paid from this fund as authorized by the Town Council.
(B) The Indiana Municipal Power Agency is authorized to provide for billing and collection of the storm water user fee.
(C) The Town Council may review the user fee at such times as it deems appropriate and make changes after giving public notice.
