(a) Upon accepting the franchise, the grantee shall, within thirty days, file the documents required to obtain all necessary Federal, State and local licenses, permits and authorizations required for the conduct of its business, and shall, upon request of the Village, submit reports to the Mayor on the progress in this respect until all documents are in hand.
(b) Construction of the system shall commence within ninety days after the effective date of the approval from Ohio Bell Telephone or any other necessary utility. At the request of the grantee, the Village Council may extend such time limitation for good cause shown.
(c) Construction and installation of the entire system for the Village of Brooklyn Heights shall be completed, as presented in the grantee's application, within eighteen months of the first authorized date that construction commences.
