(a) The grantee shall submit with its application for the franchise a plan for the entire Village indicating the date on which the grantee expects the installation of the cable television system to be completed and available for service to subscribers in the various areas of the Village.
(b) The grantee shall furnish the Mayor with progress reports indicating, in detail, the degree of construction of the system. Such periodic reports shall be made at thirty-day intervals.
