(a) It is the purpose and intent of this chapter to provide for the Village of Brooklyn Heights a cable communications system which will serve present and future needs of government, public institutions, commercial enterprises, lawful public and private organizations, and the citizens and general public of Brooklyn Heights. Said system, in its establishment, construction operation, maintenance, and regulation, shall be subject to and in compliance with all pertinent laws, rules, regulations, orders, and policies of the Federal Communications Commission and the State of Ohio.
(b) Recognizing the fluid state of the development of communications technology and related arts and sciences, it is further the intent of the Village of Brooklyn Heights to encourage experimentation in the development of uses, services, programming, and techniques, provided, however, that all such experiments and innovations shall be subject to the Federal Communications Commission Rules and Regulations and all other laws, ordinances and standards of ethical conduct for the industry.
