Section 4.03.   Duties and Authority of the Office of Clerk/Treasurer.
   (a)   Duties and Responsibilities. Commencing with the 2022 term the Clerk/Treasurer's Office shall be located in the Village Hall, and that the Clerk/Treasurer shall work in the office within the Village Hall each week for no less than thirty (30) hours per week. The Clerk/Treasurer shall attend all meetings of the Council and keep a record of its proceedings and of all rules, by-laws, resolutions and ordinances passed or adopted which shall be subject to the inspection of all interested persons. In addition, the Clerk/Treasurer shall keep the books of the Village, exhibit accurate statements of all moneys received and expended, of all property owned by the Village and the income derived therefrom, and of all taxes and assessments, and perform all other duties required by this Charter or by ordinance or resolution of Council. The Clerk/Treasurer shall keep an accurate account of all moneys, taxes and assessments due to and all receipts and disbursements made by the Village and of all appropriations made by Council, and shall reserve all moneys due or belonging to the Village. The Clerk/Treasurer shall disperse the Village's funds on the order of any person authorized by ordinance or resolution of Council to issue orders therefor and subject to any further conditions which Council may, by ordinance or resolution, prescribe. The Clerk/Treasurer shall present the Village accounts to Council no less than quarterly and shall perform all other duties required by this Charter or by ordinance or resolution of Council. Further, the Clerk/Treasurer shall issue a yearly statement to the Village residents in regard to the financial shape of the Village.
   (b)   Submitting Ordinances and Information to Council. In the performance of his or her duties, the Clerk/Treasurer may present information to the Council and shall be able to submit ordinances and other proposals.
   (c)   Applicability of the Ohio Revised Code. In the performance of his or her duties, the Clerk/Treasurer shall adhere to all of the requirements of the Ohio Revised Code and appropriate regulations issued under the authority of the Ohio Revised Code.
