660.07   PARKING OR STORAGE OF DISABLED VEHICLES AND MOTOR VEHICLE JUNK.
   (a)   For purposes of this section, the following terms shall have the following definitions:
      (1)   “Disabled motor vehicle” means any motor vehicle which is inoperative for any reason and is parked or stored upon land other than in a garage or similar structure, except where permitted to be parked or stored upon land in the open in connection with a permitted business thereon, for a period of more than three days, with or without a current license plate thereon.
      (2)   “Motor vehicle” shall have the same meaning given in Section 402.22 of the Traffic Code.
      (3)   “Motor vehicle junk” means any part of a motor vehicle, disassembled from the motor vehicle of which it was a part, which is stored upon land other than in a garage or similar structure, except where permitted upon land in the open in connection with a permitted business thereon, for a period of more than three days.
   (b)   The three-day period set forth in subsection (a) hereof shall be deemed to start on the date the person is notified, in writing, by the Building Inspector or the Chief of Police that the vehicle is being stored in violation of this section.
   (c)   The parking or storage of any licensed or unlicensed disabled motor vehicle and the storage of any licensed or unlicensed motor vehicle junk are hereby declared to be nuisances.
   (d)   No person, being the owner of any land, shall cause or permit to be parked or stored any disabled motor vehicle, or cause or permit to be stored any motor vehicle junk, for a period of more than three days, upon any lot or land within the Village or in any zoning district where such use is not permitted by the Zoning Code, unless the motor vehicle is within a completely enclosed building or garage.

   (e)   Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
