660.035   DUMPING.
   (a)   No person shall cast away or dump any refuse, dirt, stones, rubbish, papers, wood, bottles, tin cans, grass clippings, leaves or other articles of a similar nature upon any public lands, or upon any street or highway, or upon any property within the Village belonging to another person.
   This subsection shall not apply to any person dumping upon land set aside or authorized to be used as a public dump, nor to land the owner of which has secured from the Village a permit authorizing such owner to fill in such land, provided that the person so dumping has secured permission from such owner and complies with the provisions of said permit.

   (b)   No person shall dump, throw or knowingly cause to be dumped or thrown upon any street, highway or public place in the Village any tacks, bottles, wire, glass, paper and paper containers, nails, ashes, rubbish, garbage or any other article, thing or substance which is or may prove unsightly or a nuisance or danger to the public or the abutting property, except such articles or substances as may be placed on a street, highway or public place with the consent of the public authorities, or for rubbish or garbage collection purposes, or for the maintenance, repair or construction of the public streets or places.    (c)   No person shall dump, or suffer or permit to be dumped, ashes, rubbish or any other waste material upon any land within the Village, nor shall any person dump, or suffer or permit any one to dump, any dead animal, garbage or any substance that is by its dead composition detrimental to health.

   (d)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
