452.15   PARKING OF TRAILERS, MOBILE HOMES, ETC.
   (a)   No person owning or operating any automobile tractor used for the hauling or towing of a trailer, whether used for living quarters or otherwise, an auto home, house car, trailer home or other vehicle used for living quarters or human habitation, shall park the same upon public or private property within the Village, provided, however, that nothing herein contained shall apply to such an automobile tractor used for the hauling or towing of a trailer, auto home, house car, trailer home or other vehicle used for living quarters or human habitation, that is parked upon any street, highway or public place temporarily by reason of mechanical breakdown or defect or other emergency making it impossible for the owner or operator thereof to move such vehicle or to have the same moved, and provided, further, that nothing herein contained shall apply to any such automobile tractor, trailer, auto home, house car, trailer home or other vehicle used for living quarters or human habitation, so as to prevent the parking of the same upon private property within the Village when the owner or operator thereof, in good faith, is visiting friends, relatives or acquaintances, or transacting business, and provided, further, that during the time the automobile tractor, trailer, auto home, house car, trailer home or other vehicle used for living quarters or human habitation is so parked on private property, the same shall not be used for living or sleeping quarters by the owner or operator thereof or by any other person or persons, and provided, further, that nothing herein contained shall prevent the parking of any such automobile tractor, trailer, auto home, house car, trailer home or other vehicle used for living quarters or human habitation for not to exceed one hour, unless otherwise stated, to permit the owner, operator or occupant thereof to shop and purchase supplies or other commodities, and provided, further, that nothing herein contained shall apply to any existing trailer camps now located in the Village.

   (b)   No person, being the owner or operator of any automobile tractor, trailer, auto home, house car, trailer home, or other vehicle used for living quarters or human habitation, shall throw, place or deposit from any such vehicle, other vehicle used or cause to be thrown, placed or deposited from any such vehicle, upon the streets, highways or public places of the Village, any garbage, rubbish or waste matter of any kind, or any human excreta.
   (c)   Any automobile tractor, trailer, auto home, house car, trailer home, or any other vehicle used for living quarters or human habitation, that is parked contrary to the provisions of this section, shall be deemed a menace to public health and a common nuisance, and upon order from the Mayor may be removed by the Chief of Police, and such removal by the Chief of Police shall in no way affect or prevent the imposition of any penalties provided in Section 452.99.
