(a) There shall be a Human Resources Administrator appointed by the Mayor, subject to confirmation of the majority vote of the members of council and that shall work with all the administration, council, department directors and employees to assist in all employment related issues and the updating and application of the personnel policy manual and shall perform such duties as may be assigned to him or her from time to time by the Mayor or ordinances of Council and the general laws of the State of Ohio.
(b) Qualifications. A minimum of a four (4) year degree in Human Resources or an equivalent four (4) year degree with Human Resource Certifications.
