(a) In General.
(1) The compensation for all Village officers, officials and employees shall be as determined from time to time by Council and, unless otherwise specified, shall be paid every two weeks on the regular payroll days of the Village.

(2) All entry level employees not represented by the Fraternal Order of Police and hired after November 1, 1998, shall be paid in accordance with the following scale, applicable to the highest rate of compensation for their position, unless a specific salary or rate is approved by Council:
