No person shall use any fire hydrant within the Village except in accordance with the following conditions:
(a) Any person who desires to use a fire hydrant within the Village shall make a request, in writing, to the Fire Chief.
(b) The Fire Chief shall thereupon certify such written application to the Commissioner of the Division of Water of the City of Cleveland, Ohio, who, at his or her discretion, may grant a special permit for the use of such hydrant, subject to such conditions as the Commissioner of Water may stipulate in said special permit.
