(a) No garage or other structure within the Village, not intended for dwelling house purposes, shall be used as a place of human habitation, unless the owner, lessee or other person having control of the lot upon which such garage or other structure is placed, maintained or permitted, shall notify the Clerk/Treasurer, in writing, of the location of such lot, together with a description of the structure or garage not intended for dwelling house purposes, which is to be used for human habitation.
(b) The Clerk/Treasurer shall, with the advice and consent of Council, grant to such owner, lessee or person so desiring to use such garage or structure not intended for dwelling house purposes as a place for human habitation, a written permit to so use such garage or structure for human habitation.
