260.03   FIRE CHIEF.
   (a)   There is hereby established in and for the Village the office of Fire Chief.
   (b)   It shall be the duty of the Fire Chief to take full charge of the fire equipment belonging to the Village and to see that the same is always kept in good order; to arrange a method whereby notice of any fire can be communicated with the least possible delay to the person in charge of such fire equipment; and to do any and all things generally performed by a fire chief of a village.    (c)   The Fire Chief shall have exclusive control over the fire station and the transfer of all fire- fighters, officers and employees constituting the fire force of the Village, provided, however, that the Fire Chief shall at all times be immediately responsible to Council.
   (d)   It shall be the duty of the Fire Chief to preside at all meetings of the Fire Department and he or she shall have command over all members and officers of the Department at all meetings, drills and fires. He or she shall have entire control and direction of such meetings as he or she may deem proper and expedient for the extinguishment of fires, and it shall be the duty of every member of the Department to obey his or her orders at all meetings, drills and fires. He or she shall have full authority over all fire apparatus and shall direct its operation and use at all fires and drills. It shall be his or her duty to look after and keep posted the condition of all hydrants and apparatus and report their condition, in writing, to Council as often as may be necessary, and, with the advice and direction of Council, he or she shall keep the same in repair. It shall be his or her duty to keep a correct roll of all officers and members of the Department and he or she shall, at the first meeting of every month, make a report, in writing, to Council of all matters pertaining to the Fire Department.
