All permanent swimming pools shall have at least two separate ring-type life preservers, as approved by the U.S. Coast Guard, the same to be tied to ropes equal to the greatest distance, higher than 3 feet from the ground on each side of the pool, but within the fenced-in area, visible to the participants using the pool and available at all times for immediate use.
