No light used to illuminate a permanent swimming pool or portable swimming pool shall exceed 500 watt floodlight and all such lights shall be extinguished at 11:00 p.m. Lighting fixtures shall be designed and located so as not to cast direct rays of excessive brightness upon adjoining residential lots. Landscaping may also be required by the Planning Commission to insulate the pool from adjoining property.
