No person shall erect a snow fence within the Village from April l through November 30. Snow fences may be erected during the period of December 1 through March 31 of each year, provided the following conditions are observed:
(a) Snow fences shall not exceed four feet in height.
(b) Snow fences must be temporary in construction.
(c) Snow fences must be removed within the period herein provided.
Snow fences may be erected in any district within the Village and may be erected on any portion of any premises irrespective of setback or side yard requirements. No permits or registration shall be required.
