Council intends this chapter to be a regulation of the processes of paint removal and exterior surface cleaning of residential and non-residential structures within the Village. Council intends to regulate the nuisance factors of various paint removal and exterior surface cleaning processes as these factors affect the health, safety, and welfare of the residents of the Village. These nuisance factors include noise, dust, debris, inconvenience to neighbors, and activities of contractors.
