(a) This chapter regulates any grading and filling on any land located in a Residential District governed by Chapter 1268.
(b) A permit issued by the Building Inspector shall contain a statement that the applicant will conduct the fill in accordance with the provisions of this chapter, and if any special requirements are set forth in the ordinance passed by Council, the same shall be copied on the permit or a certified copy of the ordinance shall be attached to said permit and so noted on the permit itself.

(c) Said permit shall be posted on the owner's property in a conspicuous location during the effective period of the permit.
