(a) No person shall raze or demolish a building, or any part thereof, without securing a permit therefor from the Building Inspector and posting a performance bond.
(b) Such a permit may prescribe conditions, requirements and precautions, and the day or days on which, and the hours of the day during which, such demolition operations shall be conducted, as deemed necessary in the public interest, and all such demolition shall be performed in conformity therewith.
