(a) The Engineer shall furnish the following services to the Village:
(1) The Engineer shall prepare all necessary plans, profiles, specifications and estimates of cost for all public improvements.
(2) The Engineer shall supervise and serve as the representative of the Village in the execution of all public work undertaken by Council, pursuant to plans and specifications approved by Council.
(3) The Engineer shall supervise and direct all inspectors appointed by the Village, which inspectors shall report to and receive their instructions from the Engineer.
(4) The Engineer shall furnish to Council plans, specifications and estimates of the cost for all improvements for the guidance of Council and for the information and guidance of contractors dealing with the Municipality.
(5) Upon request, the Engineer shall make and deliver to the Council monthly reports on the progress of improvements under his or her charge, stating conditions of the same, together with any other matters of interest desired by Council. All plans shall be the property of the Village and, when so directed by Council, shall be filed in the Clerk/Treasurer's office upon completion of any improvements.
(6) The Engineer's services shall be available to any department of the Village and to any official acting in his or her official capacity in connection with Municipal business.
(b) The Engineer shall perform the following services for a retaining fee as set forth from time to time by Council:
(1) Attend Council and Planning Commission meetings;
(2) Attend committee meetings and conferences upon request; and
(3) Give advice to the Mayor, members of Council and members of the Administration on all problems pertaining to engineering.
