All license certificates shall expire one year from the date on which they are issued and shall be renewed within 30 days prior to such expiration. If such certificate is not renewed for the ensuing year prior to the expiration date, then such certificate thereafter shall not be renewed unless and until the former registrant makes application therefor and pays the fees required by this chapter and complies with all of the requirements of this chapter.
