1444.06   BUILDINGS OF THE FIRST GRADE.
   Buildings of the first grade are as follows:
   (a)   Public Buildings Proper. Buildings designed to be occupied by State, County or City administration offices; courtrooms; libraries; museums; art galleries; Council chambers. United States Government buildings are regarded as belonging to this classification, but are deemed to be outside the jurisdiction of this Building Code.
   (b)   Detention Buildings. Includes all public or private hospitals, reformatories, prisons and police stations.
   (c)   School Buildings. Includes all school and college or other buildings containing class, drawing or lecture rooms, or rooms for the purpose of education or instruction. If any such building has an assembly room of greater seating capacity than the seating capacity of four of the classrooms therein, such assembly room shall be deemed an assembly hall.
   (d)   Assembly Halls. Includes all churches, convention halls, auditoriums, exposition buildings, music halls and railroad depots and that part of any building containing an assembly room for a concourse of more than 100 people.
   (e)   Theaters. Includes all theaters, opera houses, playhouses, pavilions, or any assembly hall designed or used for the entertainment of spectators, having a permanent stage upon which stage scenery and theatrical apparatus is employed.
   (f)   Public Utility Buildings. All other buildings owned or used by the general public, but not classified elsewhere in this section.
