Drafting of ordinances and resolutions shall conform to the provisions of this section.
Such ordinances and resolutions shall be drafted upon letter size paper, eight and one-half inches wide and eleven inches long, of twenty pound sheets, the same to have printed a single line margin of one and one-quarter inches from the top edge of the sheet. Above such double spaced line in the top margin shall be printed the following, for an ordinance record:

with the necessary change to a resolution on a resolution form.
Ordinances and resolutions shall be single-spaced generally, except that the last line of one section and the first line of the following section shall be double-spaced, and except where, in the opinion of the Law Director, a double space is needed to give clarity to the whole matter, as in a section where a certain schedule or formula should be separated from the rest of the section by a double space after the same.
